ROLE:
The Planning Manager / Planning Officer will manage the Planning Development functions of the Planning Services section, ensuring that there is continuous improvement in service delivery and that performance targets are met. They will provide professional advice and guidance to the Council on all Planning Development matters; and implement the policies and procedures of the Council with regard to the control of development.

RESPONSIBILITIES:
a) Plan, organise, monitor and supervise the work of all officers within the Planning Development section including Enforcement and Technical support staff to ensure that the work output achieves or exceeds the standard set by the Council and the Head of Planning Services.
b) Determine planning applications under the terms of the powers delegated to officers in respect of planning and related applications including authorisation for enforcement action in accordance with the scheme of delegation/under the direction of the Head of Planning Services.
c) Contribute to the preparation of the annual Planning Services service plan in respect of the Planning Development functions.
d) Responsible for major/contentious planning applications from site visit stage to committee report and recommendation.
e) Negotiate with major developers on complex planning applications.
f) Prepare Committee reports on Planning and other related applications to include presentation of reports at Planning Committee and to act as a lead officer at Committee as appropriate in consultation with the Head of Planning Services.
g) Monitor and review on a regular basis the performance of staff and carry out performance appraisal and deal with other personnel and disciplinary matters as appropriate within the purview of the post.
h) Provide advice and assistance on complex matters to the public, prospective applicants and others with regard to the control of development in the District.
i) Represent the Council as expert planning witness at public inquiries and hearings.
j) Deal with complaints relating to the work of the Planning Development section in accordance with the Councils corporate complaints procedure and assisting the Local Government Ombudsman where necessary in investigations.
k) Assist the Head of Planning Services with the clearance of invoices and other budgetary management as appropriate in so far as they relate to work of the Planning Development section.
l) Any other matters relevant to the post as may be directed from time to time.

ESSENTIAL SKILLS / EXPERIENCE:
a) Membership of RTPI (Royal Town Planning Institute).
b) Experience in a local authority Planning Development environment and experience of managing a team/unit of officers.
c) Experience of managing complex projects to achieve quality outcomes.
d) Awareness of Equal Opportunities.
e) Able to demonstrate examples of where contribution has been made to improve performance.
f) Experience of using MS Word, Computerised Planning systems, e-mail, internet.
g) Leadership skills, able to develop and motivate staff. Daily access to own transport.
h) Able to work on own initiative; Able to work across team boundaries; Confident and assertive; Able to influence.

DESIRABLE SKILLS / EXPERIENCE:
a) Management training/ qualification.
b) Planning Policy Experience and Project Management Skills.
