Our client within the public sector is current recruiting for an experienced Transport planning and developer officer. The role is a contract position initially until the end of October.
They require someone to advise local planning authorities (LPA) and developers on Transport impacts of development proposals, particularly in respect of safety, traffic generation, modal split and policy issues within highway and planning legislation and guidance. To maximise the level of contributions & mitigation achieved through negotiation.
You will be required to act as the main contact with LPA on transport impacts of development of pre-planning enquiries & planning applications and to respond as statutory within 21days. Interpret, promote and implement policy and advice on highways and planning. Attend meetings with all interested parties to discuss implications of development on transport network and to maximise developer contributions. Assess major developments through Transport Assessment process. Negotiate, advise and recommend transport solutions to achieve good design, especially in residential areas and the wider public realm. Lead on writing and implementing planning and highway agreements to maximise the County's interests. Secure financial or land dedication contributions from developers to assist towards local transport initiatives, transport gain and environmental enhancements
The successful candidate will have extensive experience in Transport Development Management (TDM). Detailed knowledge of all aspects of the TDM (planning applications, appeals, Section 106, 278 & 38s, in the context of policy and guidance. Knowledge of TRICS and industry modelling software would be desirable. Applicant must have good IT skills and a full UK Driving Licence.

Required Skills and Qualifications:
Accounting qualification with significant post qualification experience.

Good understanding of Leasing and its accounting treatment
Understand and use the Oracle or other ERP accounting systems to best effect
