4Children is currently advertising for the job role of Borough Manager based in Stockton.
Salary: £35,000 per annum
Location: Stockton.
Hours: 35 hours per week

Job Purpose:

* To work with the Head of Children's Services on 4Childrens ambitious Children's Centre model to develop and deliver high quality integrated services for all children (0-19 years) and their families, to implement a range of services according to local need with a focus of improving outcomes for all children and their families across Stockton.
* The 0-19 agenda will be effectively delivered in an integrated and joined up approach for Children's Centres and Local Authorities will be the key delivery agent for the vision. As part of our turning policy into practice objectives the postholder will develop strategic partnerships with a range of stakeholders across Stockton.
* To implement delivery which will be rolled out as a beacon of good practice with the aim of being informed and developed by the local communities within the local, national and international context.

Job Activities:

* Working with the Head of Children's Services to create business, marketing and funding plans to develop and deliver the ambitious aims of the organisation.
* To identify and deliver integrated services for 0 - 5 year olds as part of the 4Children's Children's Centre Programme and strategic partnership development.
* To work with key partners to provide reports to scope and recommend strategic priorities for early intervention and integration in Stockton.
* To line manage Cluster Managers across a specified cluster.
* To work with the Head of HR to identify staff resources, recruit, motivate and develop staff.
* Establish and develop strategic relationships with health, social care, job centre plus and wider partners to consult on the strategy and gain support.
* Develop and secure support for common protocols between agencies in the delivery of support for children and young people.
* Analyse success criteria and barriers to early intervention and integration to produce good practice information for wiser dissemination and guidance.
* To Champion Safeguarding Standards compliance on behalf of the organisation.
* To lead a team to keep up with current and changes to legislation effecting children and families.
* To monitor the performance and manage the budgets of each centre, both financial and non-financial for all Children's Centre services in Hampshire.
* To work with all centre coordinators to ensure the centre SEF's are regularly updated and used as a tool for planning, evaluation, guidance.
* To ensure all centre achieve at least good standard at Ofsted inspections.

PERSON SPECIFICATON
1. Holder of a relevant degree level childcare qualification or National Professional Qualification for Integrated Centre Leadership (NPQICL).

2. Experience of preparing business and marketing plans to ensure the sustainability and profitability of the services.

3. Good business, finance andbudgetary skills.

4. Minimum of 3 years relevant experience of working in the community delivering and developing health, family learning or family support services.

5. Experience of working strategically within an organisation with the ability to achieve affective and productive partnerships with Local Authorities and other agencies.

6. Understanding of and commitment to community development approaches in the participation of service users in service planning, delivery and evaluation.

7. An ability to empathise with parents/carers and children.

8. Experience of leading a staff team, including recruitment supervision, work allocation, assessment of training and professional development needs.

9. Excellent knowledge of current legislation with regard to children and families.

10. Good communication, interpersonal, negotiation and social skills, with the ability to speak publicly to a variety of audiences.

11. Ability to produce written material for a range of readerships.

12. Computer literacy skills and in particular the ability to manage own word-processing, and use of publicity packages and databases.

BOROUGH MANAGER

3. Holidays
30 days per year plus Bank Holidays. Some annual leave will need to be taken at the Christmas period, when the HQ building closes.

£35,000 per annum.

Salaries are paid by direct debit into the staff member's nominated bank account on the 15th day of each month.
