Position: Regulatory Consultancy Reviewer (surveyor or accountant)
Location: Home Based - Southern England

ROLE:
The post holder is responsible for:
a) Performing review visits to regulated firms and/or members and produce reports on compliance with RICS rules and associated standards to time/quantity targets as agreed.
b) Influence best practice and technical standards.
c) Escalate regulatory issues/concerns arising from reviews to Team Manager where appropriate.
d) Provide follow up advice on specific issues raised in reports and support the wider regulatory function which may include attendance at disciplinary panels.
e) Contribute to activities in a variety of mediums to engage with and educate the profession.

You must be willing to travel with possible overnight stays, possess a driving licence and have access to your own transport.

RESPONSIBILITIES:
a) Perform all functions in accordance with stated standards and procedures to time/quantity targets as agreed.
b) Promote the application of 'Better Regulation' by helping to achieve RICS objective of becoming a best practice regulator by effectively contributing to the handling of all matters in accordance with time and quality (customer care, house style, response times, fairness, impartiality and consistency) targets.
c) Provide technical expertise, guidance and support as required for the proper performance of the department.
d) Offer constructive guidance and advice in the form of oral and written reports to regulated firms, members and other relevant stakeholders.
e) Where appropriate provide a written report and, on occasion, statements which is suitable to be used as evidence of breaches of relevant rules and standards for relevant stakeholders, support regulatory activities which may include monitoring, investigatory and disciplinary (including attendance at panels) outcomes.
f) Communicate directly and discusses things frankly even when the information or message is contentious or difficult and handles all interactions with others appropriately and maintains confidentiality where appropriate.
g) To provide CPD, advice, guidance materials and training on a one to one and group basis to an internal or external audience on matters relating to rules and standards.
h) Act as a mentor and ambassador for RICS; treating people fairly and professionally at all times.

ESSENTIAL SKILLS / EXPERIENCE:
a) You will have a demonstrable knowledge of valuation surveying obtained in a working environment.
b) Experience of applying investigative, analytical and problem solving skills to effectively review data, documents and records to draw conclusions and write reports.
c) Relevant experience of making evidence and risk based decisions with reference to rules, standards, regulations or legislation.
d) Can communicate clearly, accurately and confidently orally and in writing at all levels across a variety of mediums delivered in an audience appropriate tone and style.
e) Strong influencing and negotiating skills.
f) Demonstrate resilience and an ability to share sensitive or difficult messages in the appropriate style and tone.
g) A demonstrable ability to work on own initiative with limited day to day supervision whilst remaining a key part of the team.
h) Understands the principles of 'Better Regulation' and risk based, arms length regulation model.
i) Must be willing to travel with possible overnight stays, possess a driving licence and have access to own car.

DESIRABLE SKILLS / EXPERIENCE:
a) Experience of working in a regulatory, law enforcement, investigative, or similar background.
b) Qualified Chartered Surveyor with experience of property management practices.
c) An ability to demonstrate an attitude for working from home within a team managed using a matrix system.
d) Degree or equivalent professional experience.

You may have experience of the following: Surveyor, Assessor, Regulator, RICS, land / property / construction sectors, compliance, regulatory assessment etc.
