Head of Offset & Industrial Participartion - Commercial Manager (Middle East)

Location: Flexible to be based in UK with extensive travel or located at an agreed location in Middle East.

Nature and Scope

* In line with company policies & procedures, establish and manage effective strategies to meet Raytheon UK international direct and/or indirect offset obligations. Such strategies may include (but not be limited to):
* Purchase of goods and services
* Assistance in Marketing Customers Products
* Investments
* Technology Transfer
* Joint Ventures
* Educational Programme
* PR Projects

* Establish and roll out IP check points aligned to the company Integrated Process Development System (IPDS)
* Negotiation and execution of IP Agreements and reporting performance as and when required.
* Establish robust business relationships with respective Business and Supply Chain leads to identify IP opportunities as a discriminator for capturing new business and opportunities within the Raytheon UK supplier base in the satisfaction of existing IP commitments.
* Support international pursuit opportunities by providing effective interpretation of prospective customer IP requirements, supported with planning method for effective execution of requirements
* Work with Raytheon US Global Partnering & Trade Development Organisation to effectively report Raytheon UK IP performance to both Raytheon UK/US Senior Managements.
* Establish and utilise international network of contacts within the IP environment i.e., Trading Houses, Industry Associations etc., Such network must include an effective working relationship with the UK DESO Organisation.


Competencies

* Full understanding and application of due diligence activities to ensure compliance with US FCPA and UK Anti Bribery provisions
* Knowledge of industrial participation markets and participants
* Good all round business commercial awareness
* Ability to develop strategic plans and business cases and develop appropriate external partners and alliances
* International business experience
* Understanding and application of national and international export/import compliance regulations
* Proven leadership skills
* Resource and business case planning

Personal Characteristics

* Be able to integrate and contribute within a TEAM environment.
* Excellent communication skills and understanding of cultural nuances
* Ability to establish effective relationships


Education and Experience

Essential: Extensive relevant business experience with excellent knowledge of International Contracting and in depth knowledge of Middle East offset requirements.

Desirable: Degree in Business or related subject
