The Gwent Local Medical Committee represents the interests of all doctors working in general medical practice in the 5 boroughs within the Aneurin Bevan Health Board. An experienced Executive Secretary/Company Secretary is sought to provide support to the Local Medical Committee, its executive and sub committees, as sole employee in an organisation which is independent of the NHS.
The Secretary will become instrumental and influential in the delivery of services and expertise that the LMC offers to meet the demands on doctors in general practice.
The successful candidate will have both executive and secretarial skills, including strong time management with the ability to communicate effectively with both internal and external contacts at all levels. Some knowledge of the NHS and its partners would be useful but not essential.
Core Responsibilities:-
To service and support the LMC, its Executive and its subcommittees.
To prepare and plan meetings for, and on behalf of LMC, including speaker meetings.
Write agendas in co-operation with Officers, record minutes and keep records.
To attend other meetings with committee members and when familiar with the work represent the LMC when no members are available (unless the meeting requires professional medical input).
These meetings may be outside the Gwent area e.g. Cardiff, Mid Wales, London.
To attend Conferences e.g. LMC UK Secretaries Conference, Wales LMC Conference, UK LMC Conference
To organise and maintain the efficient running of the LMC office in Cwmbran House, Mamhilad Park, Pontypool.
To manage workload throughput of other outsourced staff where appropriate i.e. web site input is outsourced, payroll is also off site.
Maintenance of LMC records, including Insurances, Information Commissioner's Office register annual renewal and Companies House annual submission.
Budget Planning in cooperation with Chairman and Medical Secretary, day to day expenditure.
Preparation of Annual Report and Accounts, together with Officers. Submission to Accountants.
Dealing with doctors' queries in a confidential manner.
Communicating on behalf of the LMC and Officers to whomever.
Assisting with members' diaries in relation to their LMC work
The working hours of 30 per week are based on core hours between 10am and 4 pm for 4 days a week, with considerable flexibility as there will be meetings at other times including evenings. The LMC itself meets 13.00 - 16.00 with the officers continuing afterwards on the second Friday of each month other than August.
The Secretary is instrumental and influential in expanding the services and expertise that LMC offers to meet new demands on doctors in general practice, and changes in technology when relevant.
The Secretary is responsible to the Officers on behalf of the Committee and will be supported by them. Direct Line Managers are the Chairman and Medical Secretary.
Payscale is based on the Scale Band 6 -7 for NHS Practice Managers.
Starting salary will be dependent on experience. As the LMC is independent of the NHS there is an uplift of 14% to the salary to allow a private pension to be set up by the Secretary based on at least 7% personal contribution to a scheme. The probation period is for 6 months.
Holiday entitlement is 22 working days.
The current post holder retires at the end of October 2012 and it is anticipated that there will be an overlapping familiarisation period.
