Project Engineer - E & P

Location: Swindon

Salary: £35,000 - £45,000

Purpose of the Role

The Project Engineer - E&P will lead and direct the overall engineering activities of E&P Installation Teams, ensuring timely completion of the work, whilst maintaining the integrity and security of all relevant equipment. Undertake liaison with Design, Testing staff and subcontractors to ensure that all installation related issues are resolved in a timely and cost effective manner.

Key areas of Responsibility & Accountability

*Direct the overall engineering activities of E&P Installation Teams, particularly ensuring high safety standards are adhered to by ensuring compliance with Rules and Regulations and Statutory Legislation.
*Liaise with Sub-Contractors, Designers and Testers to ensure that installation related issues are resolved in a timely and cost effective manner.
*Ensure staff attitudes to personal safety and all requirements to the Health & Safety at Work regulations are paramount.
*Implement systems of planning, reporting progress and inspection to ensure projects are implemented and completed to time, cost and quality.
*Ensure all staff are competent to carry out their work, including certification and licensing.
*Implement and maintain a system of surveillances to monitor and demonstrate compliance with current requirements in respect of system and occupational safety and performance, thereby furthering the company's objective to meet the quality system requirements
*Ensure systems are in place for preparation and submission of work package plans and programme reports to clients for the timely implementation of agreed projects to required standards.
*Brief and apply Behavioural Based Safety principles to the team on a regular basis so they become part of normal working life.
*Accept project engineering budgets and maintain cost control process to support target delivery in accordance with company procedures.
*Support the business development activities of the Project Division.
*Uphold and support established and agreed ways of working with customers (internal or external) to ensure ongoing feedback on team's performance. Use the feedback to identify outstanding performance and improve poor performance.
*Support the maintenance of competency management records for all employees and subcontract staff.
*Ensure personal site diary maintained with daily events recorded appropriately.
*Support and participate in an efficient organisational structure, ensuring the right balance between the company and agency staff where applicable.
*Provide information regarding resource availability and competency for E&P related bids and/or projects.
*Maintain a system of scheduling and tracking resource utilisation to ensure that YPROD is on target and take action if internal utilisation is below target. This includes finding external work and flexing staff numbers.
*Assist with the delivery of the team's performance using the Company's Competency Management Framework and Performance and Development process to identify development needs.
*Support the maintenance and updating of staff Competency Records within the Project Division database.
*Make recommendations with respect to career planning and development of the LV M&E resources.
*Undertake monitoring and surveillance of all installation and construction staff to a predetermined plan each year and provide reports in accordance with company procedures.
*Ensure that resources delivering electrification and power installation and construction activities within responsible projects comply with relevant specifications and standards set by the Lead Engineer and the Head of Compliance and Assurance.
*Responsible for the supply of staff and supporting resources to the project teams delivering high quality technical services and solutions, improving technical excellence within the Project Division.
*Undertake, as required, the Client defined engineering role of "Contractors Responsible Engineer" for E&P installation activities.
*Interface with the Project Manager and the Electrification, Distribution and Plant Manager to develop integrated services to clients.
*Manage processes to optimise project delivery and also to provide consultative advice on E&P issues.
*Ensure by audit and review that all internal resources are competent to undertake their specified works in accordance with all Network Rail and company procedures.

*Provide for review any E&P related quality & safety issues.

Person Specification

*Corporate Membership of the IET.
*Hold PTS, COSS/IWA competencies.
*Hold 17th Edition Testing qualification.
*Proven experience of team leadership and influencing staff.
*Previous experience of E&P installation and construction activities with a thorough working knowledge of Network Rail standards.
*Proven experience of delivering budgets and timescales.
*Understanding of all other rail disciplines and interface management.
*Sound knowledge of budgeting, profit and loss and reporting
